Remove deprecated tar exclude functionality

twrpDU::check_skip_dirs() handles skipped folders now. Everywhere
twrpTar::setexcl() is being used to exclude files eventually calls
createTarFork(), which in turn calls Generate_TarList(), which checks
check_skip_dirs().
